Centering Reward and Representation for Domestic Workers in the Care Economy

In June 2024, the ILO adopted the ‘5R’ framework for decent work in care, which includes recognising, reducing, redistributing unpaid care work, and rewarding and representing paid care workers. While the first three Rs are established, focusing on reward and representation underscores the importance of paid care for gender equality. Domestic workers and migrant workers, a significant part of the care workforce, often lack protections and are excluded from policy discussions. This brief highlights how their reward and representation is crucial for achieving decent work and gender equality.
