The document is organized into three main sections that provide a comprehensive understanding of the program. First, it offers a contextual overview that situates the program within the social, cultural, and legal reality of Andalusia, while also taking into account the historical factors that have shaped the current organization of care. This approach incorporates an intersectional perspective, which allows for an analysis of how different inequalities (such as gender, geography, race, social class, or age) intersect and affect people, particularly women. Within this framework, the concept of “cuidadanía” emerges, proposing that care should be understood as a central pillar of citizenship, recognizing the universal right to care and to be cared for. Furthermore, feminist and human rights perspectives are integrated to guide the program and define its three main pillars: the right to care, the right to be cared for, and the right to self-care.

Second, the identification of care needs is built through a participatory process that gathers the experiences of diverse women, considered key political agents. The program’s perspectives allow for an analysis of these needs from a complex viewpoint, showing how caregiving burden, lack of resources, and inequalities in access are interrelated. Thus, cuidadanía translates into understanding these issues as a matter of collective rights, directly connecting to the three pillars: ensuring dignified conditions for providing care, receiving adequate care, and being able to practice self-care.

Finally, the development of care rights organizes these into different domains (health, employment, housing), applying both the perspectives and the pillars of the program in a practical manner. This integrative approach views care as an interdependent system and proposes shared responsibility among public administrations, society, and families. In this way, the initial perspectives guide the definition of rights, while the three pillars serve as a cross-cutting foundation that ensures a more equitable, accessible, and sustainable model, where citizenship is embodied in concrete policies and guarantees.
