The “Andalusia Care Rights Program” emerged as a proposal developed collaboratively by women’s groups, with the aim of recognizing care as a fundamental right. From the outset, the document posits that this right has two dimensions: on the one hand, the right to provide care under dignified conditions, and on the other, the right to receive care throughout one’s entire life. The document is based on the idea that care is essential for the sustainability of life and must be placed at the center of public policy.

The introduction also highlights the complexity of the care sector, which is why the program focuses on a series of collectively defined priorities. These include maternity care from an intersectional perspective, with special attention to migrant women and families in vulnerable situations; the dignification of domestic work, which is marked by precariousness; and mental health care and self-care for caregivers. These areas reflect structural issues that disproportionately affect different social groups.

Likewise, the text highlights the main obstacles that hinder the exercise of the right to care, such as a lack of time, resources, and support networks, as well as social inequalities and racism. In response, it proposes a comprehensive, rights-based approach that allows for progress toward a more just society, where care is recognized, valued, and guaranteed for all people.
