Ibero-American Charter on Care and Support.
On July 3, 2026, during the Fourth Ibero-American Ministerial Conference on Social Affairs and Inclusive Development, held in Avilés, Spain, ministers and high-level officials from the region adopted a Ministerial Declaration and the Ibero-American Charter on Care and Support, reaffirming their shared commitment to advancing comprehensive, sustainable, jointly accountable, and human rights-based public policies.
The Charter serves as a framework to guide the design, strengthening, and evaluation of care and support policies and systems in Ibero-America. Among its key contributions, it recognizes care as a right, a necessity, a form of work, and an essential public good; it promotes gender equality, inclusion, autonomy, and shared responsibility; and it incorporates a broad vision of support, understood as the set of services, resources, technologies, and measures that enable people to fully exercise their autonomy and participate in society on an equal footing.
