Determinants of the Demand for Long-Term Care Among Older Adults with Functional Dependency: An Analysis
In response to the growing number of older adults with functional dependence, the Inter-American Conference on Social Security (CISS) and the Inter-American Commission on Older Adults (CADAM) developed this guide, "Determinants of the Demand for Long-Term Care Among Older Adults with Functional Dependence: An Analysis". The
document proposes a methodological framework to help countries in the Americas identify the factors that influence the demand for care and strengthen their social protection systems.
The guide combines qualitative and quantitative methods, incorporates a gender and rights-based perspective, and promotes moving beyond ageist views in the care of older adults. Through interviews, focus groups, surveys, and econometric analysis, it seeks to identify sociodemographic, cultural, and economic factors that influence both the need for care and its availability.
Finally, it outlines a four-stage implementation process: planning, data collection, analysis of results, and validation with key stakeholders. The document emphasizes that guaranteeing the right to care for others and to be cared for requires inclusive public policies, sustainable funding, and recognition of the work of caregivers.
