This document has been drafted by nine members of the Centro de Estudios Convicencia (CEC) in Cuba, Island and Diaspora. Its goal is to offer ideas and proposals for the solution of challenges posed by the COVID-19 pandemic in the health, economy, civil society, culture and political sectors. Strategies and public policies are proposed to confront the development of the pandemic and its consequences in a post-pandemic stage. The report includes five parts: the first relates to the development of COVID-19 in Cuba; the second has proposals for the health sector; the third has proposals for the economic sector; the fourth analyzes the impact of the pandemic on the change of era in Cuba; and the fifth, on the importance of thinking laboratories and the creation of communities of think tanks in anticipating and seeking solutions through systematic collaboration.
