The right to care. From the conquest to its effective exercise
This paper presents the different theoretical arguments that have led to the recognition of care as a human right and the social and political mobilization that sustains its realization. The starting point summarizes the main elements that have contributed to problematize the sexual division of labor and care, conceptualizing care in its multiple definitions from a Latin American and feminist perspective. It is followed by the development, based on the gender and human rights approach, which laid the foundations for the recognition of care as a human right. It concludes with recommendations for an urgent agenda to enable its exercise. The text is illustrated by references to the link between the COVID-19 pandemic and care, as well as recommendations for public policies that integrate the obligations contained in the human right to care.
