Domestic work is essential for the functioning of economies and societies. And domestic workers, who represent 25% of the global care workforce, should be fully recognized as workers and care providers, protected by law and in practice equally to other workers.
Thus, ILO Convention 189 should be a central pillar of any national care policy. Care must be viewed as a human right and as a public good: DWs' right to social protection, including their access to public quality care services, must be ensured. As the backbone of the care economy, DWs must play a key role in developing any national public policy or legal reform on care.
