National governments
Uruguay has a National Integrated Care System (SNIC) that recognizes care as a right and promotes shared responsibility among the government, families, the community, and the private sector.
The system develops policies and services for children, older adults, and people with disabilities who require care, as well as initiatives for the training and professional development of care workers.
In 2026, Uruguay unveiled its National Care Plan 2026–2030, aimed at advancing toward universal care, strengthening the quality of services, and promoting a more equitable distribution of caregiving responsibilities.
