Italy is strengthening home-based care and support for older adults and people with disabilities, with the goal of enabling them to remain in their familiar environments and reducing institutionalization. Through the 2025–2027 National Plan for People with Disabilities, the government is allocating nearly 3,000 million euros to strengthen social services and home care services throughout the country.

In addition, it is making progress in recognizing and supporting family caregivers, including resources for families and new initiatives to acknowledge the social and economic value of their caregiving work. It has also established national training standards for family caregivers who care for older adults who are not self-sufficient.
